The Open Joint Stock Company "Krasnodar Regional Investment Bank" was established by the founders' decision on December 14, 1999 based on the law of Krasnodar region of May 15, 1998 No. 131-KZ "On conditions of participation in authorized capital of commercial bank to be established with regional budgetary funds" and Krasnodar Kray governor's decree of March 27, 1998 No. 152 "On measures of contributing to authorized capital of commercial bank to be established with regional budgetary funds".

The main founder of the Bank was Region of Krasnodar (Krasnodar Kray) represented by the specialized institution "State Property Fund of Krasnodar Kray".
